Obviously you need to find and fix the water intrusion first. There may be more than one leak so don't declare victory to soon. Also the sill plate looks like it needs to be replaced, preferably with pressure-treated lumber. The sill plate is the piece of wood that lies flat on the foundation

Yep! you might try running it around the edge of the tiles to see it they will pop up as Grant suggested. BUt it is good for cutting right up to the wall. When you are finished cutting stuff out, be sure to span the joist spaces where the patch will meet the old subfloor with blocking so
