You can easily re-seal (partially) the old-style screw pump so that it
doesn't leak air, even if it does leak fuel. I've done two of them now.
Takes a 5/8" hole punch, scissors, and some sheet rubber.

A failed hand pump will allow air into the lift pump, causing vapor lock.
Replace it and it will start once you get enough fuel into the fill chamber in
the IP.

If you have the old style “mushroom” shaped manual pump and it’s failed, that’s
your problem. replace it with the newer style pump and you should be good to go.
