It's rained in MA every week since last June. I don't know how much we've 
exceeded our yearly totals by but it's got to be feet. It's the kind of weather 
that makes people move to California. I was in California a couple weeks ago 
and it rained a little.Right now I'm in Italy and, you guessed it, it's 
rained...

Last weekend they said we had 4.3" of our 2.3" average May rainfall already. 
This has been a wet week, I'm sure we're well over 5" for the month, with a 
good chance for 6" by the 31st. 
No serious floods, but I still haven't been able to get the lawnmower on my 
front yard. Tried to venture 20' past where I'd been mowing yesterday, got the 
mower stuck a couple times and decided to just stick to the back and side 
yards.

Here, we passed a law about ten years ago that if you are an idiot and
drive into a flooded area, you have to pay what ever it costs to rescue
you. It has worked to get the message out not to do that.
Here in the desert, we have flash floods, pretty violent when you see a
wall of water coming at you 15 ft high pushing trees and rocks.

About 4 years ago we had a freak flood in June, around my house it was no 
wetter than it is right now, but a mile away it washed out a 4' storm drain 
under the road making a hole big enough to lose a car in. That's on the main 
road to town, it was a bit annoying having that road closed for over a month. 
Sort of like right now, that road's been closed for construction since April 22 
this year. 

A couple miles down the road from me, my next door neighbor saw water over the 
road and tried to go through it in his wife's Cherokee. He said when the water 
came over the hood he knew he wasn't going to make it. He waded out and a 
farmer towed him out. He had fun holding his breath while hooking the log chain 
to the trailer hitch. His wife still bitches about that bit of stupidity, she 
mentioned it to me just last week. Amazingly enough the Jeep still ran after 
they got it dried out. 1999 XJ with the straight six.

[MBZ] Okie acres water rescue

About an hour ago I thought I would go up and check on the water level. It has 
gone done quite a bit but is far from passable. As I am looking down the road 
toward the middle with the binoculars I see a pickup truck proceed to drive 
thru toward us. They got almost to the middle where the fast moving current was 
which by this time it was about half way up his grille. Truck stopped moving. 
Uh oh. Later on the fire dept arrived to rescue them. I guess he was not out in 
the middle though because in the deepest part it’s supposed to be 6-7 feet 
deep.

FEMA has always been a slow moving giant, like most Federal agencies.

I have a LOMA on file for my property, as my house is built on fill that the 
developer put in to raise the area above the flood plain that it would have 
otherwise been in.

Without getting too far into the weeds, if you go an look at the FEMA flood map 
for my property it shows that I’m in a flood plain. Base elevation was 
something like 24 feet before the development. But i”m really 37 feet above 
MSL, well above the flood plain.

FEMA does not update base maps. If you make a change to property that affects 
the elevation and it’s in a flood plain, you file a LOMA with your local 
government, who submits it to FEMA for approval. Approval comes back and the 
local government keeps the LOMA on file, so if anyone looks at the property 
relative to flood maps they’ll see an exception (LOMA) stating that it’s really 
37 feet above MSL, NOT 24 feet like the FEMA map shows.

So anyway, I’m curious as to the work that was done to put the fill in and I 
know that the developer would have been required to do all sorts of site 
surveys and core samples to assure the ground was stable both before and after 
the fill was done. I’ll never get it from the developer, as they have no

very strongly to be past and ongoing (federal) fraud by the Mayor/City going 
back a number of years involving many many $millions. 3 friends of mine wrote a 
very detailed letter describing all this over a year ago and sent it to FEMA. 
Created a YGE issue. 

One of them had her house flooded and they had to move out. It was one of the 
first “Flip This House” properties due to having been flooded. They bought it 
after the rehab. Turns out federal law prevents disclosure of previous flood 
claims so a buyer has no way to know. They had to abandon the house and it is 
now in foreclosure but in abeyance apparently due to a federal criminal 
investigation. 

There are several other houses in the same neighborhood that have also flooded 
multiple times but the owners have no idea though they are now living in moldy 
houses and children are getting sick. Class action?

this (a very serious matter) and was all over me, how do you know this, etc. I 
was like, well I’ve got the letters and read them, haven’t you?  I mean these 
are public documents and I have them...  She about had a cow. 3 days later she 
sends around this missive about what she found out, disclosing some very 
damaging information (she was clueless) that had been withheld from FEMA we had 
been trying to get...   ruhroh again...

The fun never ends around here. We aren’t sure what the time frame is here but 
hurricane season starts soon, and if the City gets dropped from NFIP that could 
mean $billions in potential exposure. Not to mention criminal 
indictments...h. 

Oh, and we sicced our congresscritter on the issue and he has been getting the 
slow-roll from these agencies too, which strongly indicates something wicked is 
brewing...

For a while during the Clinton Administration (I think, could be wrong, might 
have been Bush II) FEMA required relocation, would not restore property flooded 
in a designated flood plain.  Only alternative was structure elevation to 10 ft 
above 100 year flood level.

At least one relative of a co-worker relocated for this reason, family farm is 
in the Ohio River floodplain in extreme SW Indiana, floods ever few years.

There is absolutely no reason whatsoever to rebuild in any area subjected to 
catastrophic flooding, ever.   It will only flood again, and all the damage 
will be done again.

In Ontario, Canada the law was changed after the 1954 hurricane that caused 
terrible flooding through Toronto.  No permanent structures in a designated 
flood plain, not even a garden shed.  No exceptions, no fill, nothing.  The 
result, quite predictably, is that no structures get flooded out, ever.  Far 
better policy that bleeding the populace dry to benefit real estate pirates.

Predictably, FEMA changed the rules back to rebuilding.

I have FEMA sponsored flood insurance even though I barely skirt an AE flood 
zone. We’ve carried it on every property we’ve owned since a buddy who is an 
insurance agent explained it to us years ago:

Falling water/rain - homeowner’s insurance

Rising water - flood insurance

It’s cheap when you’re at the top of the chain - I think our policy is less 
than $400/year.

All this being said, I think the flood insurance program is stupid, especially 
when it pays to rebuild properties that have a history of being flooded. I’ve 
always felt that after one or two claims it’s time to either make the premiums 
where they cover the expected losses or stop writing policies.

I got a complete re-seal kit off eBay with shaft seal, case O ring(s) and stuff 
for like $20 a year or two ago. It was a real piece of cake to do.

Yesterday I finally got serious about replacing the shaft seal on the
compressor in my '95 E300.  Got the clutch off, and expected to see a
cir-clip underneath that was holding the seal in place, but it wasn't
there!

Back inside for some You.tube education, and this Denso 10PA15C compressor
needs the front cover to come off and the seal is replaced from the inside.

So I've invested $12 in a seal, but I'd still need another seal kit for the
compressor case and manifold, and I managed to bugger up the bearing seal
on the pulley wheel, so I need a new bearing as well.  About $50 in parts
needed, this doesn't include any of the internal wear parts.

Resealing the entire compressor will probably take a few hours, or I could
just get a new compressor, $250 or $300 I think.  What to do?

Living here where I am and watching the tides go in and out twice a day 
every day, then the occasional huge rain or hurricane storm surge, I get 
a sense of the flow of water.  It is usually quick to rise in a storm 
but then takes quite a while to drain down.  All depends on the terrain 
and water levels, and rainfall and other factors too I guess.

Yea I guess so. What I also observed is on our road which flooded first the 
water is down a little below where it originally was Thursday. But the next 
road over which flooded after our road (it was still passable when ours was 
not) had new areas of flooding and you could not get as far down it as before. 
It is just interesting how flooding happens.

[MBZ] Understanding rivers and flooding

I  can look at this website which show the river level by me and it 
shows to be dropping.  With more rain it will go back up of course.  I 
have never dealt with rivers, flooding and such so I am trying to wrap 
my head around something.  Looking at the data here, the river is 
currently at 34.15 feet.  On Wednesday our road was dry and the graph 
shows the river was at well over the 35ft mark.  My logic is that since 
the river appears to be at a lower level now that when the flooding here 
started, I would think the water on the road would be down, but it is 
not so.  So how does that work? Yes, I am stuck at home bored with 
nothing better to do than think about all this stuff.

Better than that…

I came up with a kludge. Crude, but effective…

A 10/32 tee nut with the ‘spikes” ground off of it and a black plastic screw 
cover/cap.

I had to grind the threaded part of the tee nut down a bit as it was too long 
out of the box, but once that was done it fit fine.

Cost me under a buck at the Ace Hardware from their “majik drawers”.

I’m still looking for the official part, however.
