there is a vacuum leak somewhere in the system, or else the vacuum shut-off diaphram on the injection pump is itself leaking. the shutoff is a vacuum controlled rod that gets sucked out to pull a rail out in the IP, which cuts off fuel. there's a stop lever on the drivers side of the engine close
