Low speed switch is on the AC receiver/dryer, I think the ones with the long pigtail (the other is the low pressure switch). With ignition on, shorting the two wires will cause the fan to run at low speed. You can test the fan (sans relays and resistor) by connecting the two leads at the fan bracket after unplugging to a battery -- caution, small leads will get HOT, it draws some amps on high. If it runs from the battery but not the switches, the relay is bad. If the low speed doesn't work, check for a cracked resistor, it's right by the receiver/dryer. High speed test: short the two wires together in the temperature sensor mounted front top of the head. There is probably a fuse on the low speed relay that often blows. It's in the second half of the fuse box that you have to uncover by removing some screws. At least, this was the case in my 95 124. I replaced the one on my 95 but that ended up not being the problem, so that one should be good except I cant find it!
