They have bollards/barriers around the supports for the Sunshine Skyway bridge that spans the opening of Tampa Bay into the Gulf. It was in the middle of the night, so it could have been a lot worse. But there were maintenance crews on the bridge doing work, and no doubt there was some traffic as well.
