Thanks to everyone for the help. Turned out to be the door locking vacuum line(s). Blocked them off with the golf tee, shuts off fine now.

Jim, I fought this for two years because I was (1) broke and/or (2) frugal. Ends up being the same thing. I paid $80 for a new shut-down box and my '77 240D now shuts down as quickly as my wife's Buick. ... If you hook up a MityVac to the shut-down box and it doesn't hold vacuum, just go ahead

there is a vacuum leak somewhere in the system, or else the vacuum shut-off diaphram on the injection pump is itself leaking. the shutoff is a vacuum controlled rod that gets sucked out to pull a rail out in the IP, which cuts off fuel. there's a stop lever on the drivers side of the engine close
