Thanks to everyone for the help. Turned out to be the door locking vacuum
line(s). Blocked them off with the golf tee, shuts off fine now.

I fought this for two years because I was (1) broke and/or (2) frugal. Ends
up being the same thing.
I paid $80 for a new shut-down box and my '77 240D now shuts down as quickly
as my wife's Buick. ... If you hook up a MityVac to the shut-down box and it
doesn't hold vacuum, just go ahead

Vacuum leak, vacuum pump failure or failed shutoff valve on the rear of
the injection pump. Easier to answer if you included the year of your
240D
there is a vacuum leak somewhere in the system, or else the vacuum
shut-off
diaphram on the injection pump is itself leaking. the shutoff is a vacuum
controlled rod that gets sucked out to pull a rail out in the IP, which
cuts off fuel. there's a stop lever on the drivers side of the engine
close
