Not completely sure how they came to that number but I suspect health care professionals where behind it, coupled with a government wanting to be seen to be doing something.......anything about a media beat up that teens are drinking themselves stupid every day, which they have been doing since the invention of alcohol. Anyway you can twist definitions around in lots of ways, for instance if you are speeding you are committing a criminal act and if you get caught you are a criminal.
