I have static balanced fan blade by weighing each blade, and adding weight. I use washers rather than quarters. a little cheaper! This does not take into account any imbalance in the motor/blade mounts. Your dynamic balancing does that. But, as you indicated, it is not always straightforward. THe static balance gets you close, then it can be supplemented, if necessary, with the dynamic balance.

Sounds like my attempts to balance ceiling fans by taping quarters to
the backs of the blades that I think are too light.  It is pure trial
and error.  You can study the wobble of the fan and think you know where
the weight needs to go, but often as not my intuition is incorrect.
