That looks like a connector that’s important. I would get under there and see
if you can tell where it might have been plugged in. If you don’t see anything,
just tie it up out of the way as you’ve done and move on.
The rubber spring covers are a PITA and I’m not sure exactly why they

It could be the connector for the brake light controller if you don’t have a
hitch installed.

contraption. I didn’t see anything it obviously plugged into so I simply zip
tied it up out of the way.
