With clear title, you should be able to order keys or tumbler through any Mercedes dealers parts department. I had to ordered a new switch tumbler for my 1995 E300D when it jammed and I couldn't install the key and turn to the extraction position. Took a bit but completed the repairs and continued driving for another year or so. Can't speak for Arizona but in my experience it's not difficult for the current owner to get a replacement title if the original is lost. Go to the BMV with ID, they look up that you own the vehicle, and they issue a replacement title (maybe some delay as I think the titles are printed and mailed from a central location). I've had lost titles replaced once or twice. Not a big deal at all. Something smells about this deal. Yes. It also had the early version of the "drive authorization” or whatever they call the system that authenticates the key to everything. There’s no “cheating” the system. Even my 97 SL500 has a form of it, as did the facelift W140s.
