They have had sales on them recently. I bought one for $9.99 to do
automatic transmission pan bolts.

I used this to torque down the gauge on my 500 gallon propane tank, but it's 
far from idea for 20-25 in-lb tasks like that. Probably pretty good from 50-150 
in-lb. Goes on sale for around $10, just like the bigger ones:

The Harbor Freight "Icon" torque wrenches have tested well vs. Snap-on.

They are also substantially more expensive than their "Pittsburgh" wrenches.

I don't see any at HF that are in the in. lbs. range though, in any brand.
