The headlight washers on many models typically only worked when both the headlights were on and windshield washers were actuated. Yes, that's correct. Only with the headlights or parking lights on the washer activated do the headlight wipers work. http://youtu.be/BhRWG8ikwuI For awhile (starting with the W210), the high pressure headlight washers were switch activated, but recently are set at a fixed interval (i.e. every 10 washer activations).
