not run. I believe the cause to be a glow plug issue. Easy fix.
The original plan was to use this car as a parts car but the only
thing I have taken is the driver door seal.

he could become a millionaire if he parted it, but he's busy.  and it's an
easy fix that probably costs like 10 bucks and 3 minutes of time that would
make the care worth a grand more, but he can't be bothered for only $20,000
an hour

That, and the amount of armor-all applied under the hood makes me
think something is being covered up.

Even with 33K miles, if that's authentic, 18 grand is WAY too much for
a 25 year old car.  In fact, at that age, such low miles is a negative
in my book.

9/10 times it's the switches that are not working, either due breakage or
(more often) tarnish and crud on the contacts... have you tried putting
power directly to the wires? I had to manoeuver the passenger seat out of my
w126 that way, when I first got the car.

You'll want to ask some detailed questions, such as how they fabricated
adaptors for the motor mounts, how it idles (vibration issues), is there
vacuum going to the brake booster (I can't make out what is happening there,
in the pic), what is the throttle arrangement (no linkages visable, looks
like they adapted a cable setup), how is the oil pan clearance from the
crossmember (is anything rubbing on anything else under the hood in
general), and so on?

Also, basically is the thing actually DRIVABLE right now? Or is it a typical
project where 90 pct is done and the last 10 pct (all the
fiddly/irritating/not straightforward stuff, such as getting working gauges)
has been left hanging?

Heck, they sell kits for V8 Jaguar conversions, yet notice some time how
many of those cars come up for sale, 90 pct done and then left for dead, or
driven around missing such essentials as a gas gauge or even speedo.

If you like messing with cars, it's definitely an interesting... thing. If
you pay for someone else to wrench for you, RUN AWAY unless it's all sewn
up.

 It has 209K miles and has a bad front pump in the tranny.  It is fairly 
solid as it came from PA and has not sen the NT salt but it does have rust 
in the usual places...Not worth fixing up in my mind but that's because 
I have no use for a 2wd anything right now.
