Replace. Belt is coming off, it will only get worse.
Looks like just about worn out anyway, legal is 1/16" and I don't like to got
that thin, risk of hydroplaning on the highway is too high.

Look at the inside of the tire when it's dismounted, just to see what shows
for damage on the inside.
Bulge in sidewall is auto reject, so it's toast.

You can patch that and put some JBWeld over that bulge
