I just looked, there were only 5 data points for a limited time (mostly
specific days recently), one at Lowes, 2 at road intersections, one in

software, there is an offer to let you read the rules and a button that

Legally, I believe that qualifies as a "Contract of Adhesion". Which is
illegal and specifically forbidden.
Both parties must be fully informed and freely enter into said contract...
Failure to inform one party, or coerce entry, voids any contract.
