My '98 Jetta was notorious for that. The wheel centers were tight on the rims and wouldn't seat good. Get 10-15 miles down the road and the wheels would get all loose. I eventually carried the torque wrench with me for the first couple days after having a wheel off. One thing I will add, when you have a wheel off, always go for a short test drive, do a few hard swerves left and right, and then re-check the torque on the wheel lug nuts/bolts. I have more than once had a wheel torqued up to spec only to find it loose a day or two later after some driving. Turned out to me much easier than hoped. A rare outcome for me when it comes to repairs. A few hammer taps knocked the remains of the broken stud out of the back of the hub. There was enough clearance to get it out, and get the new one in. I used a small stack of greased washers and a nut to pull it in, then a new lug nut to remount the wheel. You should be able to bang the broken chunk out with a hammer and punch. You can likely get the new one in without taking the whole thing apart. You may have to turn the hub to a point where you can get access to the hole for the stud from the back. You should be able to crank it in using a lug nut. Depending on the length of the thread on the new stud, you may need spacers - washers maybe - in order to pull it all of the way in. Put the nut on backward so that you are pressing with the flat side of the nut. There is a simple "tool" intended for the purpose but it is just a sort of bushing (essentially a really thick washer). IIRC, that's the way a repair shop fixed the studs on a car I had in Austin, Texas, in the late '90s after some monkey at Sam's Club used an impact wrench set on ultra-high to put the wheels back on after installing new tires. Just be aware of the possibility of impact Brinelling of the bearings. They may have used a pneumatic hammer to get the old studs out.
