Well I got the cluster out and found the K38 relay. I cleaned the contacts,
but found that the contacts weren't closing. Is there any problem with
jumping across this contact. Need to get it back on the road. I will double
check that there is voltage present on the one side of the coil.

Can you open the relay to see if it's a broken wire to the coil, or burnt
points that keeps it from working?
Otherwise - I would jump across the contacts to get the car on the road
until I could get a new relay. Will there be a problem trying this? - I
don't know ---

You could apply 12v across the relay coil and see if it works out of the
circuit. Also measure to verify that the relay coil is getting 12v when the
key is in the start position.
Does it start with the jumper in place?
