Pull off the cord and check it with ohmmeter. Most of the time the cord is
bad or gets pulled off the heater. You can buy a new cord. Much easier than
changing the heater and antifreeze.

Well, I didn't have the luxury of shopping around with a dead car sitting
in my driveway. I tried all the places I can think of and nothing was
available quicker than Autohaus. I even tried the classic center, and all
they had was the entire kit.

There are two different heater ends used on OM6ix.  I don't
remember the difference, or which car needed which one - but I
have worked with two different types.  NOT interchangeable.

Car was towed to the shop this afternoon.  My tech called to say that all
the glow plugs tested OK - not sure about the gp relay yet.  Block heater
was definitely buggered due to frayed cord.  New block heater has been
installed without incident.   Waiting on delivery of the reman Bosch

If you take the cover off you can use a stick to close the relay and get 
some juice to the GPs if the relay is getting juice. Turn on the key, 
get out and push on the relay switch (what do you call the part that the 
solenoid snaps closed?) and wait 30sec or whatever then get in and crank it.

There's little to nothing to go wrong in one of those relays due to
sitting, excepting maybe the electrolytic capacitors.  Those are easy and
cheap to replace.

Andrew,

Marshall used to say that the pre-glow relays had a very short shelf life
compared to their service life, so he advised that keeping one on the shelf
as a spare was not a good idea.  I wouldn't be too surprised if your spare
is bad, especially if your spare is a used relay.

On my 240D's I had valves adjusted every fall. Herr Dr. Used to say that
every cold start was,a compression test. And I never had a block heater.

Same symptom.  +12 V at the "HOT" side of the fuse, 0 volt at the GP.   
HOWEVER, a bad fuse will give you 0 V at the other fuse terminal, unless 
it is bad the way a lot are, and will show 12  V at both terminals, but 
not pass enough juice to light the GPs.  THUS the advice from Herr 
DOKTOR to CHANGE the FUSE, or WE will MELT all 5 of your pistons!

The best way to test them is to pull them out, apply 12 volts then touch 
to your tongue to see if its hot.

What happens to the dome light when you turn the key to 'on' and leave it there 
for a while?
Take the strip fuse out of the relay. Does it crumble in your hand?
