A plugged air filter would cause a rich condition, but when my 4-stroke mower
has a plugged air filter it does the surging thing.

They stumble lean, the governor open the throttle, they overrev, the
governor shuts the throttle, they go lean and stumble again.
I'd assume 2 strokes are the same, plus if you get unmetered air through
leaky crankcase seals, they'll go lean with a perfect
Clogged carburetor, or clogged exhaust ports. Maintenance on those requires
cleaning the exhaust ports every 25 hours.

Usual cause is a sticky governor, not sure how it works on a Lawnboy though.

I have a Lawn-Boy mower (early 2000's model) still runs well enough but
it has developed a "surge" i.e. it will rev up and slow down
repeatedly. This is annoying -- likely causes?
