I don't understand why the city would have this policy and I certainly don't understand why they would announce it as their policy. But, if I was defending it, I don't get to consider my own values, I represent the client. I am not very impressed with the complaint. Did you notice that the plaintiff's attorney is from a firm called Nelson and Lawless? I think if my name was Lawless, I would not be a lawyer. Just think if he was a Judge? my uncle came to america as layos helmeci in the early 60s. he was a doctor working out of mt sinai hospital in nyc. another doctor there advised him that if he didn't change his name to something people could relate to, he would be hindering his career. my uncle, an ambitious man, couldn't stand the idea of having to live on the 22nd floor instead of the penthouse of his building on the east side, asked the more senior physician what name he might suggest. at the time, the other man was reading a book by lillian hellman and thought that was a good name. henceforth my uncle was dr larry hellman, and even though he did move up to the duplex penthouse on the east side, he never got out of the habit of shopping the fur department at alexanders, so i grew up wearing the funkiest ghetto fur coats from the 70s. At last count I believe 40 states now have Shall Issue regulations meaning the govt must issue if the applican passes the background test and takes the training course. BTW, the training course is very helpful for someone not very familiar with guns. My wife for one. Although she had fired guns in the past she was surprised to find how difficult it is to hit a target at ~20' with a handgin small enough to be easily concealed. Her past shooting irons had 6 or longer barrels which are much easier to aim. But she passed the test - ;-) The latest numbers are : Thirty-six states have shall issue laws, requiring that carry permits be issued to applicants who meet uniform standards established by the state legislature. Three have fairly-administered discretionary-issue carry permit systems. One, Vermont, respects the right to carry without a permit. Alaska, one of the shall issue states, has its permit system for the purpose of permit-reciprocity with other states, and also adopted a no-permit-required law in 2003. . There are 10 non-RTC states. Eight have restrictively-administered discretionary-issue systems. Only two-Illinois and Wisconsin-have no permit system and prohibit carrying.
