Change the fluid before changing the pump. If the fluid is gray, you will need to change pump and flush the steering box though. The power sterring pump on my father's 1999 2.5 Ford Ranger is whining rather loudly. It seem to work fine, and isn't leaking fluid. The truck only has 48k miles. A local McParts has two rebuilt pumps - ATSCO and Beck-Arney.
