A few years ago I saw a John Deere 70
I think there were fairly advanced condensing steam cars in the
50's...something was mixed with the water or used in place of the
water...alcohol, maybe?

Don't forget the cool steam whistle you could have to let other
motorists know that puffing billy is coming through.
However I don't think you get that chugging type sound out of a turbine,
ahh well you can't have everything.

The heat exchanger to recover the exhaust is going to be half the
size of the car, at least. That's why no one ever made one, even for
locomotives. Ships get to use the ocean, which works
