Exactly. But they have been known to show up in person if you dodge them. I 
worked for a guy who failed to pay his employee’s withholding taxes for some 
time, and regularly dodged the collection calls. One day (after I had left his 
employ) a GSA car rolls up, two IRS employees get out, walk in, tell everyone 
to leave after which they padlocked the doors and posted an order of attachment.

“Vishing” is the practice of calling someone and claiming to be someone you’re 
not to get money out of them, such as posing as an IRS agent and threatening 
the recipient with arrest if they don’t whip out their credit card and pay the 
“taxes owed”.

“Voice phishing”.

Basically the IRS will never call you cold. Maybe they will if it's
regarding an ongoing matter. They will always initiate contact by
mail. Or so has been my experience.

Buddy in the DIA also has something similar that they use when challenged, 
often when doing security clearance checks. The old “door to door” thing where 
they chat up my neighbors and ask them if you would trust me with the secrets 
of the country and if I am doing anything wild or bizarre. With a number of 
neighbors who are contractors at MacDill AFB with TS clearances, I get them 
every year or two when someone’s clearance needs to be renewed.

I check credentials and validate them every time. They’re usually quite 
gracious about it, too.

I just ask them for their HSPD-12 ID information.

U.S. Government employees, such as with the IRS or other agencies are provided 
an HSPD-12 upon employment for verification of their employment. On the HSPD-12 
is a number you can call to give the information on the HSPD-12 to and get a 
confirmation that the person is a real U.S. Government employee.

They typically don’t have any idea of what I’m talking about so they hang up.

So I just got a robocall from the Federal Reserve, there has been some
illegal activity on my accounts, press 1 to speak to a Federal Reserve
Officer.

OK, this could be FUN! I press 1...

And they drop the call.  Darn!  I was all ready with "Special Agent Kellog
here, FBI Charleston, what seems to be the problem?"
