If the tensioner arm starts to loosen a fair amount of oil can leak from the threaded fitting, but that oil usually end up being thrown by the belt in a line from side to side. Chain tensioner seal can leak a lot, especially if you crimp it putting it back on. A bad oil filler gasket will cause the engine to weep badly, and a bad head gasket (or warped head) will ooze badly around the front of the chain case.
