Will this also check how much current draw the starter is
taking??

yes, Ohms = Volts / Amps, Amps = Volts/Ohms, Volts = Ohms/Amps
You need to measure the resistance of the cable, then measure
the voltage difference from the same points when current is
flowing.
Now it gets dim and the battery cables get warm (after
several tries at this I should say) but nothing but the
solenoid click.
