A brief failure of power-steering input would produce an effect similar to a momentary lock-up. 'Hesitation' is a more ambiguous term for the phenomenon. Unless you've actually experienced a steering lockup. Then you wouldn't be confusing the terms at all. Without power assist a PS steering
