A brief failure of power-steering input would produce an effect similar
to a momentary lock-up. 'Hesitation' is a more ambiguous term for the
phenomenon.
Unless you've actually experienced a steering lockup.

Amen. It feels very odd when it happens. I'm just glad I'm not going very
fast at all. It's like it hits a stop, then releases. Something to do with
