more likely it is rusted from the inside out.   grind, cut and weld.

As mentioned the red one has some rust, but not anything that a lot of 
other 115s have. My thought is it’s worth fixing. To really do it 
right would probably be to strip it down to the metal though. Looks 
like some paint got chipped and started rusting under that trim price. 
Or could be a repaint and that area was not done that well.
