I saw one of those in a photo of an ebay car for sale recently and I had no 
idea what it was. Now I know what it is but i don't know what it is supposed 
to do.

IIRC I saw this explained fairly recently as something
a lot like the US Traffic info tune to 530 AM system,
but with a few dedicated channels.
