Horn issue sounds like a ground problem. Bad ground somewhere? Yes, glow relay is a signal, but I can't remember what. check/change GPs and the relay should be normal, unless it is a signal that the relay is failing. Horn issue sounds like a ground problem. There are only a few ground clusters, it's well worth the time to disassemble, clean, and reassemble them. Many weird things can be cured that way. Also check and possibly clean contacts in the fuse box; check/clean/replace fuses. The horn doesn't have a relay, it's a circuit that's as simple as it can get. Either the power feed (fuse) side is weak, or the ground is. The GP relay is fairly stupid in that vintage, so if it's coming on it's either sick inside, or the key signal to it is flickering. (That can be the ignition switch.) It doesn't have much of an agenda.
