Horn issue sounds like a ground problem.

Glow plug issue may be the diagnostics in the relay telling you that the system 
has a problem (usually one or two burned out glow plugs, but maybe related to 
the horn issue).

Bad ground somewhere?  Check the connection between engine and body.

Last night while driving home my glow light flickered on and off

of the car with undercoating.  I checked and rotated all fuzes.  All 
looked good.  Any thoughts on what to look for?

Yes, glow relay is a signal, but I can't remember what.  check/change 
GPs and the relay should be normal, unless it is a signal that the 
relay is failing.

There are only a few ground clusters, it's well worth the time to
disassemble, clean, and reassemble them.  Many weird things can
be cured that way.  Also check and possibly clean contacts in
the fuse box; check/clean/replace  fuses.  The horn doesn't
have a relay, it's a circuit that's as simple as it can get.
Either the power feed (fuse) side is weak, or the ground is.

The GP relay is fairly stupid in that vintage, so if it's
coming on it's either sick inside, or the key signal to it
is flickering.  (That can be the ignition switch.)  It doesn't
have much of an agenda.

And of course, don't forget the 'mother lode': the battery
and its connectors.
