No, thank you for pointing this out, as 18.1.4 would have shipped with that regression. When the announce email goes out I sync the 18.1 branch with the staging/18.1 branch, and any additional patches pulled into staging/18.1 will be for the next release at that point. I've gone ahead and pulled the fix for that bug into the 18.1 branch, and it will be in 18.1.4.
