As I understand formally just a Russian state
organization has a right to sell Russian meteorites. 
But Sikhote-Alin was so large...
Anyway, I am not an expert on meteorite's sail, so I
hope that somebody else could give you better info. 
Or contact some "meteorites"-list.

 I have some Sikhote-Alin meteorites but I was
informed that Russia has put effect that they cannot
be sold or taken from the impact area anymore. 
There is a large piece in Moscow.

It's just that there are hundreds of "new finds" of
Sikhote-Alin offered on ebay ever month. This makes me
wonder if the Russian government does make some sort
of accommodations for those who go through the proper
channels.
