This issue is with activation of Group and Center also. I work on
Permissions and maker checker tasks testing completely, so that it should
not break any functionality.

external Id field while creating a client

Interest method: Flat
Interest calculation period: Same as repayment period
Repayment strategy: Mifos Style

I realized that I didn't actually have the maker/checker global permission
turned on but once I had maker/checker globally set to true and activate
client as a maker checker task, I still was able to successfully activate
the client during client creation bypassing both the user permis
