The steps on Windows are the same, but the examples are for the bash command line (it is much easier to write documentation using text commands for the examples). You are expected to know how to create a folder/directory, then create the nested sub-directories inside that, copy files, and use the MiKTeX Utility to register your new TEXMF root. Note that the "~" character, is just a shorthand notation for the user's "home" directory. On Windows it is common to put a personal user's own Documents folder.
