znc webadmin module V 7.4 and 7.5

Hello i was using znc on OpenBSD 7.4 and it worked correctly, then i did a clean installation of 7.5 and znc does not create the webadmin page, irssi said that webadmin module is loaded! Then i went back to 7.4 and it has the exact same behaviour. Tested adding LoadModule webadmin at znc.conf and
