Bug? having no monitor plugged in causes a reboot in bsd.rd

OpenBSD upgrade.lan 6.7 GENERIC.MP#182 amd64 If I set tty com0 then bsd.rd boots fine. If I have a monitor plugged in bsd.rd boots fine. If I don't have a monitor and I don't direct tty to com0 then bsd.rd reboots my machine after a few seconds. Any tips on how I can inspect what is going on
