All you have the following line at pf.conf ,that comes with OpenBSd 3.9,?
#table httport { 80, 443 }
I have readed the pf.conf 's man page also the FAQ at www.openbsd.org
and it says
A table is used to hold a group of IPv4 and/or IPv6
