I want to see a certain individual who can actually string a coherent
sentence of proper English rather than typing like a texting stoner
because they are too lazy to understand how a keyboard works. It would
be even better if that individual actually understood what they post.

If I were to set such a thing up, I wouldn't even bother pulling stuff
from tech@ and bugs@ at all. Too much work, no real benefit. I would
simply have the bug tracker to all new bugs, and maybe keep the bugs@
list open concurrently with the tracker for a period to allow older bugs
to be resolved.
In his defense, you did exactly that which you are accusing him of, not
providing "technical" arguments. "Oh look at this laptop which I've
apparently never used but I'd recommend you look into anyway."
