You're right, something must have changed from 5.8 to 5.9 to cause my
ruleset to do bananas. Being a local VirtualBox development machine, I
reckon I don't need a ruleset at all?

It's been working flawlessly for years. I recently upgraded to OpenBSD 5.9,
I think that's when the problems started.
