what are you trying to achieve here?
you have a 172.16.0.249/30 address on em3 which includes
172.16.0.248-127.16.0.251
and then you have a 172.16.0.254/24 which includes the entire range of
172.16.0.0-172.16.0.255

to the mac address of 172.16.0.254
