Problem has returned in -current (could no longer keep the em driver
at that revision and get a successful build).

The contain an uncommited diff in the same direction for ix(4).  And
also for bge(4).

We need to learn what this ring replenishment issue is.

I reported yesterday [1] that I was unable to recreate the problem with
these two patches reverted.

I *was* able to reproduce the problem when testing earlier the same day
with a kernel built from the committed tree.

I'm using the em(4) NIC as a vlandev, which may be a contributing 
factor.

I also noticed the issue (on -current/amd64, not a snapshot). This is with:

Nothing special here, using OpenBSD as a simple IPV4 firewall/router,
no VLAN's etc.

Last -current update was on the 3rd (October) and it appeared to work
fine, even streaming video via HBO Now and Netflix, but when I fired
up a bittorrent client on my desktop system (Linux) this morning I
soon lost connectivity with this error. After rebooting the error
occurred once again after restarting the bittorrent client. Rebooted
again and didn't restart the bittorrent client until after I reverted
the em patches and rebooted. No issues since then.

Basically the use of of a bittorrent client on an internal systems
triggered the issue for me, and in short order.

I had the same issue after updating from a September 22 snapshot.  

This appears to possibly be related to the September 30 em(4) updates
for MP support.  I reverted src/sys/dev/pci/{if_em.c,if_em.h} to 1.305
and 1.57, respectively, and I can no longer reproduce the problem.

Looks similar for my machine, em0 works for a short time and then
timeouts. `ifconfig em0 up` seems to hang though.
