no, all CD-ROMs shipped have the same content.  You can also order from 
belgium or switzerland or any other country that is listed on the orders 
page.

Last time, I got the CD what, 2+ weeks or may be three weeks ahead of 
time. Anyway, by the time the official release was done, all my server 
were already running 4.0 for almost two weeks (;
