Hello just to update this thread,
that testing SR-IOV with 1G nics seem to work fine on OpenBSD6.6 amd64 stable
(and I assume the PCI-E Bridge) would be the same
for both ixl(4) , avf(4) and em(4)
so maybe the pci-e bridge is fine ..and it is just the interaction
between the ixl(4) / avf(4)

I managed to get another server and card with identical hardware
and tested ixl4 on bare metal,
there was no jitter or latency issues with ping times never rising above 0.5 ms

further to my testing of Iavf Intel Virtual Function drivers on Intel XL710
I attached the Q35 KVM virtual machine to the Intel XL710 physical function
(rather than the virtual function )
I with further testing using the SR-IOV interface PF function
the jitter issue was present ...
