update snapshot release/tag script to force update the
SMTPD_VERSION in smtpd/smtpd.h, so it reflects the snapshot version
(timestamp). Right now, this snapshot pretends to be 5.9.1, which is not
accurate.
If this is a valid request, I can open a PR.
