smtpctl schedule doesn't modify the contents of the queued envelopes. A new smtpctl subcommand to "rematch" ruleset was proposed sometime ago... https://github.com/OpenSMTPD/OpenSMTPD/issues/237 Manually editing the envelopes already queued in /var/spool/smtpd/queue and rescheduling should fix the issue.
