The solution here was to update the pbr file for Windows’ bootloader.

It used to work fine for many years and upgrades. I don't think it's new
enough to have EFI.

In the worst case I'll reinstall on the backup HDD.

Adding to this (good) suggestion. I would download the install61.fs
image and check it with sha256 against the 6.1 sha256 file to be sure
the bits arrived intact.  Possible explanations for your trouble
(among others) are the image you made the CD from was corrupt, or the
image got corrupted while burning the CD. Re-trying the installation
from a USB key using a verified image eliminates those possibilities
(and introduces some others), so worth trying, I think. Good luck.
