There's a workaround

TimedLoginEnable=True
TimedLogin=username
TimedLoginDelay=1

That's because it requires colord which we don't have anymore due to hard
dependency on udev IIRC.
It's on my TODO to have another look at some point.

That should work so it's a regression.
