I have noticed tmux locking up with my original tmux.conf when closing
windows, likely because of renumber-windows on:

set-option -g default-terminal "tmux-256color"
set-option -g history-limit 3000
set-option -g renumber-windows on
set-option -ag window-status-current-style bold
set-option -ag window-status-current-style fg=black
set-option -ag window-status-current-style bg=blue
set-option -ag status-style bg=cyan
set-option -g escape-time 50

I have since switched to a more simplistic config that hasn't run into
the lock up, but I can still trigger it with movew -r as described
above:

set-option -g escape-time 50
set-option -g base-index 1
set-option -g pane-base-index 1
