Neither widgets, nor openoffice are related to OpenBSD actually. Most of
such softwares are in ports, and it depends on that ports' features (3rd
party).
What you mean by console is to use russian keyboard, i assume. And this
is supported as far as i know --- while console language itself is
universal and unique of course.
