You need to use yuvscalwer. Select the non-black section with the -I
USE_xxxx option and select -O DVD -n n. You will then need to tell mpeg2enc
to mark the MPEG stream for 16:9 playback with -a 3.
N.b. expect to use a lot more bits to encode the scaled-up image. You're
probably better off encoding with the black bars and letting your TV handle
the scaling. Remember, information that wasn't there in the first place
won't be added by scaling up!
